Revelation 7 ends with a great promise, and chapter 8 and ask begin to answer the question, "How will God bring us to this amazing world?" These chapters remind us that the fullness of God's kingdom cannot come until judgment is done. God's jusgment is not hasty, and it is the Divine response to our prayers. John sees in this vision that God is entirely in control (in spite of apparently contradictory circumstances), and desires to have mercy on every person. In spite of this, many will refuse to repent, though in his mercy God will have given every person every opportunity to do so.
